I guess so. Others perfectly understand why they are doing that, I am sure. Try to think about it from a state officer´s perspective. Nice business trip to China, tickets paid by the state, proof of your importance, I care of people - dont I?, a small chance of success, no risk - failure means anything for we did all we could, attention of people focused the right direction so they dont learn that the state is in deep shit..., And that is why I do not like paying taxes :-).
